Apparently they filmed Sex and the City here. The place was pretty empty when we were there, it feels quite homey, the staff was attentive. The soba was ok, and reasonably priced. I don't like the decor but did feel relaxed coming out of Soba Nippon.
If you want really good soba in that part of town I'd recommend Soba Totto.
